Pharaoh's Sceptre

The pharaoh's sceptre is a power level 7 staff that can be crafted at a mystic forge. The recipe is learned from the Icthlarian fetish, the reward from the quest Contact!. It can be ascended at the mystic forge using ascension cores. Its special effect is Royal Mandate: While holding the Sceptre, the wielder is able to use the Confuse spell without consuming runes. Its special action is Sworn Servant: This summons Buddy, a friendly kalphite to attack and distract enemies in combat. Buddy can be used for up to 3 minutes as long as it is still alive, and will take another five minutes for it to respawn when recasting the sceptre's special action. However, due to Hollow Vessel, while Buddy is active, the wielder regains stamina 10% slower than normal. Although it can be nice to have a companion on the sands, Buddy can cause certain combat encounters fail to end correctly (like the nightmare crucibles, fight caves, or the fight against Fuzan) since they wait for every enemy in the arena to be killed and Buddy counts against that tally. The 25 astral rune cost for Confuse is also not very expensive, and although handy, does not provide any Magic XP from confused enemies attacking other enemies. As this staff has no other direct benefits to the user, other staves are often used over it.
