It can be found within the Vekchenven Kara vault which is behind a waterfall within the Lake of Lost Souls region of Fellhollow. The curse fragment is at the end of the vault and can be obtained after defeating the zogre. If the vault has already been completed, it is faster to become Soul-Rifted and enter the spectral door near the entrance to reach the end of the vault.
